STEP 1
In a pan, combine NESTLÉ ALL PURPOSE CREAM and condensed milk. Cook drained malagkit rice in the pan, adding water if necessary. When malagkit rice is cooked and fluffy, remove from pan and transfer into a large rectangular baking pan lined with slightly greased foil.

To prepare topping, heat butter and blend in the flour. Pour in NESTLÉ ALL PURPOSE CREAM and condensed milk. Add brown sugar and stir occasionally until mixture thickens.

Pour prepared topping onto the prepared rice. Bake uncovered in a pre-heated 350°F oven for 30-45 minutes or until topping turns golden brown.

Remove from the oven and let rest for 10 minutes before slicing.

Step 1 is very clear to me that drained malagkit rice should be cooked using the nestle cream and condensed milk, adding water if needed.

Step 1 is unclear. What to do with the condensed milk, the nestle cream, and the water? Where are add? How to cook the rice?
